Sephiroth, do with this thread what you will after I make my case.
I have a better idea:
Rather than punishment of any kind, or any nonsense like that, why not everyone that is participating in all of these threads (not including the random one, since that one is just for fun) pick their favorite thread to RP with everyone else in, and move the action there?
It's better to have one RP with a bunch of people that's GOING someplace rather than a million small ones with no signifigance.
Also, I think it best to inact a rule or something of the sort that claims that no character can be in two places at once, unless any other thread that they are in bears no signifigance toward any plot or series of plots that is/are being put into place. (Such as the one for Trevor's birthday. RPs like those are totally cool as long as they're not in mass production.)
As I'm sure people have seen, with this many people, it's not exactly a wise decision to let things fly willy-nilly.
As much as I don't really seem like one at times, I'm an admin of a sort, too. If anyone has a question, or request, complaint, or anything like that, you can come to me (on either Yuffie, or Aeris, whichever account I'm on at the time) as well as Sephiroth and Hojo. Any of the older members can address standard issues and problems of the like if they feel like it, and they can also be used for help in minor situations that do not require power to fix.
If there's an argument in a board, or a problem with a particular person, any older member has the power to break it up. And if their advice isn't heeded, consequences will ensue.
Godmodding is the next issue. Any character, even the mighty Sephiroth, can be injured (even if it's rare). Afterall, if they couldn't, there wouldn't have been an end to Final Fantasy VII, and this site probably wouldn't be here. If you feel like a player you're with is godmodding, you can either try to talk to them peacefully and explain your situation, or you can get an older member or mod to help you out. They'll check any thread you link them to and will be the most clear judge of whether or not foul play is at hand.
Keep this in mind, though, that just because someone is tactically outwitting you in a few instances, it doesn't mean that they're trying to place themselves above you.
If you really feel like they are, though, don't hesitate to tell someone or bring it to attention.
As for power-playing or seemingly forced-RP, this is what I have to say:
Don't do it.
We have a Permissions List, and if a character is gone for a set amount of time, whoever is in charge of them during a leave has the right to take over another's actions through that list. Otherwise, unless you're on a list for that person, leave them alone.
As for forced-RP, if you're going to close a thread to a person, be sure you ASK THEM FIRST.
I know I'm not the only one that gets the hell annoyed out of them when someone tries to pull me away from something that I'm doing.

Once you've reached a decision amongst yourselves, I want either Elstan or Trevor/Rinoa to PM me the result. Otherwise, and I hate to say it, they're all gonna go. So you'd better get in contact with each other.
As a final note, once the decision has been made, go here and read about the new storyline to help you prepare your character for it:
