Oh, I know the feeling. A common saying in aircrew squadrons like mine was "If you're not flying planes, you're flying desks." Too true.... haha, very nice.

Well, you would think the military would only take on enough personnel to have a constant flow of operations, but it just wouldn't function well that way in any form but financially. A well oiled war machine always have to have spare parts, or so the saying goes. When a soldier dies, you can't wait 6 to 13 weeks to train a new one. You have to have a replacement at the ready. Keep the machine going with minimal pause. Anything less and a war effort will start deteriorating from the interior, and eventually crack or break down, leading to expeditious defeat from exterior degradation of the force. The same goes for its technology and the tools with which it can conduct war. This philosophy wouldn't apply so much to forces conducting guerrilla warfare due to nature of guerrilla warfare itself, but an established state army must function as such to ensure its self-preservation. Most modern armies are styled similarly to this philosophy as a matter of course, but the best historic example I can think of that followed this philosophy and excelled at it was the Nazi German Wehrmacht in the early year wars. It was so advanced and structurally sound that the primary cause of its defeat was bad leadership, which again, is interior degradation.
